Why are Formula 1 cars slower than a Hennessey Venom GT or a Bugatti Veyron? If the technology for going past 400 km/h exists, why isn’t it used for top notch racing?

Though the F1 cars are more technologically advanced than those Hyper Cars, The formula one committee has few set of rules and regulations. which are must and should be followed by each and every racing team and their partners, or manufactures. Due to these set of regulations, their cars are designed.

More over those feats performed by the Hyper cars are specially tuned to set the record speeds. And also they are performed and tested at airstrips so long and “straight”. that they can achieve those feats. But those are not performed by  professional drivers. So technically, even the F1 cars can also achieve the speeds saying the tracks have corners. where it is not possible to maintain such high speeds. even those hyper cars also cant do this.
